If it’s obvious that you have no cat on your exhaust it will/should not pass. In that case you will need to have a fake cat, a gutted one. As for the emissions without a cat I doubt it will be pass even when running full E85 but I’m not sure about that.
Not too far back. A real cat needs to be warm and therefore needs to be somewhat close to the engine.
I believe the emissions should be ok with e85 and no cat actually, of what I have heard from a few mates who have tried. Since e85 is most ethanol it does not create a bunch of strange shit when combusted, like gasoline does.
